A developer can take out 20 loans to build 20 properties, let one or two go bankrupt and hold on to the winners. Do you know what non-recourse means? You forgot to add yourself in the order of knowing real estate. You of course would be last. A developer is incorporated to protect his personal goodies. Individual properties he owns don't go bankrupt. The corporation goes bankrupt. Depending on the type of bankruptcy (which chapter), the judge decides what happens to those properties you pretended to let go bankrupt on their own. Plus I didn't say or imply he got special treatment. I don't know where you got that. Unless it was the same place you keep your head and where you got you "keep these and let those go" properties.
