Technically when you register in a new state that you are now a resident of, THAT State's election commission is supposed to notify your former state of residence, to REMOVE YOU..

IMO if I leave one state to another and register to vote in the 2nd state then I should notify the 1st state I moved and no longer will be voting there. If I do that and state #1 doesn't eliminate me from the rolls then that's not on me ... that's on state #1.
