18 USC 1924 does not call for "jail time" if you should have known you received and email that was classified but you didn't know and didn't protect it. At best you lose your security clearance to view classified information or pay a fine. HRC was not SOS anymore when Comey gave his report to Congress. If HRC was a republican you would not be calling for jail time.
