By definition a check is not money a check is document that promises to pay a specific amount of money upon it's presentation or after a set amount of time.
In practice and because of laws set forth a check is as good as money, almost. There is still more risk involved in accepting a negotiable instrument over accepting currency.

Without that brief supermajority (later permanently disabled by Scott Brown's brief tenure as Massachusetts senator) we would have meaningful, constructive progress on health care reform with bipartisan compromise.
