You are admitting Clinton was obviously too busy and stupidly thinking with his little head to hear bin Laden when he declared war on the U.S. in 1996. Clinton's perjury incident undermined his credibility – and his effectiveness – as a leader, and that fact overshadowed his every action – including how he dealt with bin Laden and al-Qaeda – for the rest of his administration.

Dec. 29, al-Qaeda's first terrorist attack took place as two bombs were detonated in Aden, Yemen. The first target was the Movenpick Hotel and the second was the parking lot of the Goldmohur Hotel. U.S. servicemen were targeted, but there were no casualties.
1993
Feb. 26, New York City: bomb exploded in basement garage of World Trade Center, killing six and injuring at least 1,040 others. In 1995, militant Islamist Sheik Omar Abdel Rahman and 9 others were convicted of conspiracy charges, and in 1998. Al-Qaeda trained Ramzi Yousef was the self-admitted mastermind.
Nov. 13, Riyadh, Saudi Arabia: car bomb exploded at U.S. military headquarters, killing five U.S. military servicemen.
1996
June 25, Dhahran, Saudi Arabia: truck bomb exploded outside Khobar Towers military complex, killing 19 American servicemen and injuring hundreds of others. Thirteen Saudis and a Lebanese, all alleged members of Islamic militant group Hezbollah, were indicted on charges relating to the attack in June 2001.
July, Usama bin Laden described the killing of Americans in the Khobar Towers bombing in Saudi Arabia in June 1996 as the beginning of a war between Muslims and the United States.
Aug., bin Laden issued a religious edict or fatwa entitled "Declaration of War," authorizing attacks against Western military targets on the Arabian Peninsula.
1998
Feb., six months prior to the US Embassy bombings in East Africa, bin Laden - under the banner of al-Qaeda and the "World Islamic Front for Jihad Against Jews and Crusaders" - issued another fatwa stating that all Muslims have a religious duty
"to kill Americans and their allies, both civilian and military," worldwide.
Aug. 7, Nairobi, Kenya, and Dar es Salaam, Tanzania: truck bombs exploded almost simultaneously near two U.S. embassies, killing 224 (213 in Kenya and 11 in Tanzania) and injuring about 4,500. Four men connected with al-Qaeda, two of whom had received training at al-Qaeda camps inside Afghanistan, were convicted of the killings in May 2001 and later sentenced to life in prison. A federal grand jury had indicted 22 men in connection with the attacks, including Saudi dissident Usama bin Laden, who remained at large.
Aug. 21, “U.S. Cruise Missiles Strike Sudan and Afghan Targets Tied to Terrorist Network” – Dozens of U.S. cruise missiles struck targets in Afghanistan and the Sudan on Thursday in what President Clinton described as an act of self-defense against imminent terrorist plots and of retribution for the bombings of U.S. embassies in East Africa two weeks ago.

Cole heavily damaged when a small boat loaded with explosives blew up alongside it. The terrorist organization al-Qaeda claimed responsibility for the attack. Seventeen sailors died as a result of al-Qaeda operative Jamal Ahmad Badawi’s plan.
