The Russians or their proxies accidentally shot down a Malaysian Airlines flight a few years ago. You didn't see the Malaysians calling for Russian heads. Hell, the Soviets probably intentionally shot down a Korean passenger jet that strayed into their airspace and you never saw the Koreans calling Russia "the Great Satan."
As to the hostages, they were taken in the U.S. embassy, which is equivalent to taking them on U.S. soil, and what existed of the Iranian government at that point in time after the overthrow of the Shah could have easily released them.
As to murdering top U.S. officials, I'd rather see them knocked off than our young men and women. Maybe that would make us less likely to wage foreign wars.
As to your bigger point, avoiding tit for tat, I agree. Why the fuck are we in Iraq? Trump asked the same question, and that's one of the reasons he was elected. So he needs to extract us from this situation his neoconservative butthead advisers got us into without spilling lives.
