A couple of things ... if the ownership of the resources are in doubt then no one with an ounce of intelligence is going to acquire "ownership" of a questionable right to search and recover resources. By "clouding" the title to lands with EO's or other methods Bitten has effectively "clouded" the title and made the exploration and extraction of the resources economically not attractive and/or feasible.

FYI: Pending litigation over "lease rights" clouds the title.
