But in the 1970s it was argued that people were not seeking care when they needed it...and that's what led to the "preventive care" revolution. But adding this additional amount of services quadrupled the amount of services each person was using. Yes this might be of benefit to some, but the cost is too high. We cannot afford it. We just can't afford to cover everyone and provide this level of service.
