Our new Attorney General, Bill Barr, agrees that trumpy's declaration of a national emergency is fully appropriate under the circumstances and within his Constitutional prerogatives.
I would liken trumpy's handling of this crisis to a POTUS asking Congress for a resolution of support before undertaking military action. Nice to have, but not strictly necessary under the Constitution.
Besides, if Congress was so jealously protective of its power of the purse, then maybe it shouldn't have passed the National Emergencies Act of 1976 and sat around passively while Presidents used it to authorize expenditures 59 times on so-called emergencies that were far less urgent than slowing the deadly flow of drugs, criminals and 72,000 illegals a month into our country.
