I knew of a guy who was 6 weeks shy of his 21st birthday when the age went up in NY. But the law as written back then (since changed) had a loophole: it became illegal to sell a 20-year-old alcohol or give it to him, but it wasn't illegal for him to have it. There wasn't any such thing as "unlawful possession of alcohol."NICE!
