my theory:

he's running a cash a dash scam on the girls
he registers the domain with a fake name and address
he runs this email campaign
gets the money
takes down the site so it reverts back to the parked page
changes the registration to anonymous


My gut feeling is that your theory is 100% accurate.

The others are just what others have said.. they are place holders... my guess is he wants to do a rolling scam. Get it going in one city, then when it gens some $$$ move to the next.....
