Actually Daylight Savings Time goes clear back to Ben Franklin, at least the idea of it.

I recall when the Texas legislature was "debating" implementing "Daylight Savings Time" and some West Texas ranchers/farmers testified that the increased Sun light would cause them to have a water shortage and kill their livestock and crops.*

Probably "Ben Franklin" considered it with respect to electricity and light!

*The only other session that even got close to enjoyable and entertaining were the Texas House "debates" on the crafting and passage of the "concealed handgun" statute ... the first version passed ... the two district attorneys (not assistants ... "the") with whom I was watching and listening joined the discussion about who on the floor had actually held a handgun! (one DA was rural and the other big city so there was a spectrum of opinion, but some issues were identical in nature with respect to "enforcement" and LE!).

These legislative moves bring out the .. err .. "cognitive deficiencies" !

Old Ben is not to blame for the idea, since his idea never took hold. however, that blame credit goes to a british bloke who refined Old Ben's idea in 1916 and introduced it in the british empire; every european country soon followed it thinking this was a great idea.
