They can (and probably are) often involved in sex trafficking or else why are the women usually Asians and non citizens from outside the US and moved often from place to place? For variety? Maybe but I don't think it's the only reason.

why Asians? better question is "why Koreans", who dominate the industry. Korean ladies have a long (and sometimes sordid history, see Japan and WW2) history doing Spa work.. frankly, they are very good at it.. not much different than blacks and basketball, Vietnamese and nails, Jews and entertainment.
why move around? some of it is variety, but most of it is conflict with other ladies, personality clashes. you are confined to a small work space, with several other ladies, all competing for the dollars that walk in.. any business with that metric would feature employees bickering and fighting among themselves. the industry is made up of a small group where everyone knows one another (largely), you hear your friend is making more than you, at a Spa 2 blocks away.. why not jump over there? the ease of entry and exit (as Economists call it) is so great, ladies can leave on a whim.
