Given the City of Baltimore is seeking reimbursement (up to 75%) from FEMA, it appears this is not an outlanding request.

I will admit this was a man-made "disaster", but I suspect this is not breaking new ground here.

Local law enforcement will never be replaced by federal law enforcement. This would simply cost too much.

Regarding Federal grants and initiatives directed towards law enforcement, these generally have been good things. Federal funding in the past has paid for additional equipment and manpower.
