Underfunded vice squads. There are only about 40 assigned to the vice division and once they get good at "the pussy posse" they get bumped up to Narcotics which is considered to be of a greater threat to the commonweal.

It's easy:

1. The Metroplex is a very large urban area, much larger than most large cities when you fold in all the suburbs, so the number of people makes it a statistically rich environment for most things.

2. Salaries are higher here by nearly 4% than in most parts of the country, so there are a lot more people with disposable income. Adding to the amount of disposable income is the crazy low cost of living.

3. The state doesn't fund state run agencies adequately, so LE doesn't have the budget to spend time on the lesser vice cases spread across the very large area.

4. Aside from the extreme heat, the weather is good, so that draws folks.
I don't think salaries are higher, cost of living is lower. Which , yes , could equate to more money in your pocket.
