The Senate and the Presidency are key.
The Senate almost more so as to not allow the other side to be able to push through whatever they want.
The Senate can prevent almost all budgetary measures as well as almost anything to do with confirmation of Executive branch appointees, especially to the Judicial Branch.
The Senate is the lynchpin to it all.
