It the quote, it says everyone who "will not" work, not "cannot work", not "unable to work", etc. I have no idea if this is taken out of context or not, but there is a serious lack of reading comprehension here to strech "will not" which designates a choice actively being made to all the folks who cannot find work and are actively efforting to rectify that issue.
