Vice cop busted

DTL this validates sort of, that mayoral election thread we were both on the ole P.

It also means, in addition, that we may be returningto pre-11/16/2004, pre-HPD Chief Hurtt Rules of Evidence (largely ironclad Audio/Video w/o naked or real sex/lies)-which are more representative of our naturally libertarian commmunity & Constitution (whether Left or Right- We should Unite! ).

This perhaps means (1) that brave Harris Co DA Pat Lykos, (2)HPD interim Internals, and (3) the politicos (Mayor?) concurred in this policy change.
Chief Hurtt would have just dropped the lady's charges & quatched the matter. And busted her later.

Let US hope that our local Committee of Vice & Virtue focus on the more formidable to make cases of REAL kiddie porn & sex trafficking- rather than the low hanging, lazy fruit of safe titty bars, CL & BP easy pops.

To Vice: You only have 13 fulltime+ 1 IT guy to penetrate these boards+ special units AD HOC. Follow the rules, work hard, GET REAL CRIMINALS!

HOUSTON (KTRK) -- It was a Houston police officer's word against a woman he had accused of being a prostitute. But now, after a recording she had taken surfaced, it is the officer who finds himself in serious legal trouble. What investigators heard during that recording lead them to drop charges against the woman and file new charges against the officer.


Houston Police Officer Samuel Roccaforte, a 28 year veteran of the force, turned himself in over the weekend, then posted a $2,000 bond on the two counts that were filed. He has been relieved of duty pending the outcome of a criminal investigation.

Sworn to uphold the law, Officer Roccaforte is now accused of breaking it. The 57-year-old HPD vice officer allegedly lied on an offense report so he could arrest and charge 46-year-old Phyllis Stokely with prostitution.
Donna Hawkins with the Harris County District Attorney's Office explained, "The actual terms between the agreement between the officer and the suspect did not rise to the level of a prostitution charge."
According to court documents, Roccaforte wrote in his offense report that Stokely "agreed to engage in sexual intercourse ... in exchange for $200."
,P> Stokely stated Roccaforte first contacted her through an ad she placed on line at backpage.com. It's called "Just Call Kelly." When the two met at her apartment she told investigators "after the male started to ask questions about sex in exchange for money, she believed he was a police officer."

"After telling the male he was wasting his time, she stated the male identified himself as a police officer and arrested her for prostitution," the court documents continued.
But the plot thickens. Stokely had secretly taped the conversation.
"In the tape recording that is not clear at all," Hawkins said. "In fact, the tape recording disputes what the officer put in his report."
According to court documents, Roccaforte could be heard saying, " I will tell you what I want. I'll take an (expletive) or sex with a condom. Can you do that for me?"
Stokely replied, "Sir, like I said, I don't provide that kind of service."
Roccaforte went on, "Well, you did. You know you did, I know you did. There's no audio, there's no video. It's going to be my word against yours and who do you think they're going to believe."
Roccaforte is charged with two counts of tampering with a government record. The case against Stokely was dismissed.
Roccaforte is both disappointed and angry. Despite the recording, his attorney insists Stokely's claims are baseless.
Attorney Chip Lewis said, "He did his job and we think when all the facts come out, a jury or the DA's office will ultimately agree with us that he did do his job that he did not file false report."
Stokley's attorney declined to comment.

Ja ja, Buscadero...I'm encouraged. For sure we're well rid of Hurtt. And at least White is no longer Mayor. Both are cause for celebration. But it's still too early to know if there's been a policy change at City Hall and a reorganization at the cop shop ... seems .. SEEMED.. like half the dadgum HPD were vice bulls. And I bet metrics, not public safety, was number 1 for those po-po's or else they in deep doo doo with the brass. I bet quite a few cops weren't real happy about that. I damn sure like cops a lot more than I like pols.

The notion that we are a country of laws, not of men, used to be true...until the damn lawyers in legislatures passed so fucking many laws there's no way in hell to enforce them all. Nowhere near enough policing and judicial resources for that. So when there are too many laws the political swells pick the ones they want to enforce. Back full circle: country of political swells.

So I am curious.... how did the tape come into being? I mean he obviously wasn't doing it.... did she have a tape recorder set up....and does she always have a tape recorder or other kind of surveillance going?

After all they took me through at trial. (Not to mention the time, money and TV shows, I lost a chance at.) To find out they don't record because it helps them. And they will lie to a Judge jury & God. Let alone that they spoke in a bragging way (on the stand) about the thousands of girls that had been busted in Harris County. (That never went to trial, all plead out.) *shaking my head*

I'm sorry but DA Lykos is not going after "small amounts" of drugs as that is "seen" as harmless but hookers/johns isn't harmless?? I REALLY think that "the hobby" is by CHOICE and really won't affect MINORS whereas drugs do....

Keep the things that happen between CONSENTING adults non-criminal...
