ACA tried a mandate and it didn't work. The only way to mandate HC is to go single payer. The government then taxes everything to pay the bill. I believe that if Trump is actually the businessman that he claims to be then he will open up Medicare to all Americans. For all the obvious downsides of that, it will be incredibly popular and the problem of cost will move to a battle between the Federal Government and the corporate healthcare sector.
