Provisions on safety have to do with protecting tenants from poor dwelling conditions not third parties.
I don't think an apartment complex can be held responsible for the safety of the tenants going from their car to their apartments and vice versa or the safety of their vehicles. If that were the case, every time someone had their car broken into or was mugged in a Wal-mart parking lot they'd be able to hold Wal mart responsible. It doesn't work that way. You are responsible for your personal safety. The complex is responsible to ensure the building is safe from electrical hazards, has clean running water and proper sanitation and door and window locks are working etc.
There is a provision for domestic violence but it's pretty strict and favors the landlord in a lot of ways.
If it's that unsafe just get out. Pay what you have to. Otherwise get a gun or a can of bear spray and learn more about situational awareness.
