I thought it was decided that Utica would be considered the cut-off point and part of Upstate. Anything East of Utica would be Hudson Valley/Albany.

I say we let the US senate and congress set the lines. That way Greece NY would part of Albany. But Webster and Wayne cty still part of the upstate.
