If you're saying that Storyville was closed by the federal government because of inter-racial activity, I disagree. It was closed because, when America entered WWI in 1917, the Secretary of War, Newton D. Baker, "implemented a national program to close so-called "segregated zones" close to Army training camps."
"Segregates zones" being areas of prostitution, nothing to do with race.
