As for "tracking" the technology has been around since the early 90's. Originally Clinton was intending to sign an executive order to REQUIRE manufacturers to install the chip in ALL mobile phones sold/manufactured in the U.S. It was done.
"On board" GPS for consumers didn't come along until well after that and has nothing to do with the chip technology. There are some phones reportedly built and sold outside of U.S. that cannot be tracked, but they have to be "accepted" by a provider in U.S.
There was not long ago a federal prosecution in which the FBI introduced remotely recorded cell phone "conference" conversation in a meeting room
without the cooperation of the cell phone owner/holder.
How does the NSA "eavesdrop" on cell conversation to compare to data base?
