LE patrol officers in smaller communities, like Ferguson, are familiar with the "local kids" who have historically given them problems or who have been the subject matter of calls for service. In an investigation of the activities involved in a potentially racially motivated incident, the investigating agency would review the history of police contacts with the alleged victim for a number of reasons and that would involve a review of the alleged victim's juvenile file.
