reserves are divided into two broad types- proved and unproved

these two types are further subdivided.

obama wasn't specific for then he would have been exposed as the total fraud he is and could be held to an accounting.

by not specifying, if pressed, which the MSM will never do to obama, he could fall back onto the most conservative estimates of proved reserves which would be proved producing with current technology in place....not current technology available, in effect not untapped reserves with newest technologies, nor even tapped reserves with newer technologies.

Now, had he ever said that he intended to put America's itnerest above all other, that would have been a lie, but, of course, he's never said that.
