So, since the War on Poverty was such a noble cause, and since we spent $20 trillion in our attempt to eradicate it, why has there been no noticeable effect?

LBJ initiated the war on poverty because, unlike you jackwagons, he thought fighting poverty was the right thing to do. Same reason he got the Civil Rights Act of 1964 passed. Even though he knew it would turn the "solid south" from a Democratic stronghold into the red sea that it is now and will be for generations.
