People misuse it all the time. But my point was its good to know the technical meaning because if someone is asking you your ethnicity and your skin color has already been clearly established, then it stands to reason they do mean the technical definition (i.e., what is your heritage). .. that or alternatively your skin color is not as clear from you pictures as you think (I've definitely seen this in several pictures; trying to determine if someone is tanned or ebony). In either event, that's something that is important to know.
