It's not really "shutting down the government" that they are talking about. It is not allowing the executive to pay for what has already been passed and spent. Kinda like charging on your Amex Black and then not paying the bill because your wife won't let you. Just plain stupid.

Plus, they don't even really know what they are doing because it lets the executive branch decide what to pay for and what not to. Could they decide to pay all Dem congressmen and no Repubs? I don't know, but I'd like to see that! Could they find a way to not pay corporate welfare? Might be worth a try.
