I'm glad you're beginning to see the light.

All the GOP candidates are running for office because they love power.

The debt is 15 trillion plus and Obama wants to go up another 1.2 trillion. http://www.usdebtclock.org/ You don't pay very good attention, I exempted George Bush from this so it is the debt for the first 42 presidents and not the first 43. That is your take and not what I said. When Obama took office the debt was over $10 trillion. http://www.cbsnews.com/8301-503544_1...04-503544.html George Bush increased the debt almost $5 trillion over eight years with 9/11, two wars, a military build up, and two years of a Democratic Congress. $10 trillion minus $5 trillion is $5 trillion dollars for the first 42 presidents. The proposed $16 + trillion minus $10 trillion is over $6 trillion dollars for Obama. 6 is bigger than 5. I am right.
The actual claim if you want to be technical is that 16,500 agents will be needed to enforce Obamacare's mandate. Since that has not gone into effect yet they have not been hired yet. There has been an increase at the IRS but they still have two years before the rules kick in. So technically they haven't been hired yet but the legislation is in place to do so.

Obama isn't calling for downsizing; he is calling for power concentration. The announcmenet is void of any declaration of downsizing, layoffs, or otherwise indicating a smaller less intrusive government.

Instead Obama is calling for "streamlining" which means more powerful agencies.

Actually, the announcement I read indicated that there would be a significant number of positions eliminated. So is that downsizing or not in your book?
