Why don't we make it even more clear by actually quoting the entire sentence as written in the the actual report. You left out the first word and the closing portion of the sentence.

"WHILE this report does not conclude that the President committed a crime, IT DOES NOT EXONORATE HIM"

Whereas, the statement "... this report does not conclude that the President committed a crime ..." means there was no hard evidence and nothing substantive on which to indict.
