Why is this question only directed towards agencies? If a girl works with an agency she has just as much right to get tested as anybody else.
Do any indys get tested?
How many indy providers out there get tested regularly and gladly show the results to clients or potential clients?
How many hobbyists are getting tested regularly and are showing the results to the providers they see?

Ok, so a girl at an agency comes in with a STD test result sheet. It states her her name as, say Maria Gonzalez. The chick standing in front of you has probably gone by: Inez, Yoli, Isela, Kitty, Karla, and Sara - just in the last 6 months! You know where I'm going with this.........

Only Nevada and California require testing for legal industry sex workers. Unless prostitution becomes legal in Texas and regulated, anywhere else is up to the provider's discretion really.
