The story about Pence was because he wanted to take health care away from gay people, unless they conformed to his lifestyle. I disagree with his wanting an ultimatum personally, then again if you have what he is talking about you should not have multiple partners that do not know of your condition. I will go as far as to say when people have something contagious they are often quarantined, understandably.
