Going to an electronic only voting system would attract really sophisticated hacking. The all-mail-in balloting has me really worried too for similar reasons.

Second, in your example a "nursing home staff member" somehow gets his hands on 40 ballots that are delivered by mail to individuals. How does that person accomplish that? He walks into the rooms of 40 people and walks out with their ballots? He is committing a felony if he submits a single fraudulent vote. I doubt many people would risk that.
