Until we get more widespread testing, I don't see how we can avoid resurgence in areas that open prematurely. One of the more cunning aspects of COVID-19 is how asymptomatic people can spread the disease (one assumes, unknowingly). Look at the USS Roosevelt, which except for rotating flight crews is an isolated city unto itself: 92% tested, 655 of 4800 sailors tested positive.

1% of the population has been tested. Even my daughter, who is a nurse in a big Austin hospital and has worked on COVID-19 patients can't get a test until she shows symptoms. WTF?
Test, trace contacts, quarantine the positives. Build confidence in the populace that it is relatively safe to work, shop, hobby. Until then, I will lay low.
