You'll don't know much about how news is gathered around the world do you. This happened at some little island where a local "stringer" has a number and email address of the new services in case anything of interest happens. He prolly gets $50 if something makes it on the wire. When he finds out that two men die on the Captain Phillips boat he calls it in to the wire services re-write desk who takes down the info. They prolly tell him to call back if he finds out anything else. At this time he probably does not know they died of drugs. Later he finds out they died of a drug overdose and were former Seals. He phones this in. The re-write desk(probably not in the US) works this into an update of the story. By now the headline has been written. Normally this will not change, the wire service will just send out a notice of an update to the story and the new facts will be worked into the story. Sorry to disappoint everyone but there is no shadow office telling all office not to put "Ex-Seals" in the headline, it has nothing to do with policy.
