If the Ukraine gives up it's nuclear weapon stockpiles then the US/UK/ and later Germany would guarantee their border security against Russia. They did and Clinton/Obama promised and they are the only ones here who said anything about sending Americans to the Crimea. I thought you were smarter than that? Since when did Senate votes become necessary? Clinton and Obama both have said that they didn't need Senate approval and could do a treaty on their own.

Your defense sounds kind of like saying you had your fingers crossed when you took your marriage vows.

It was a memorandum to what? The Nuclear Non-Proliferation Treaty which was ratified by the US Senate with a bi-partisan vote in 2010.
