"illegal boarding house" = letting the staff live there, and getting caught with other things they cant have stick. Someone save us from all the people letting others live at their house in exchange for money.
I am amazed that this place did not shut down earlier. They were not shy about showing a guy a great time.

They are back open. I had a full punch card and went there last week. Review to come. Did not see, Nikki or Lucy, or what ever she went by there. She was the thin one with the bob haircut. Two different girls. (Women)
