Of course there is a victim. The victim is Society, that's how they conjure up these victimless Crimes. If you go to Nevada prostitution is legal in only designated areas outside of those designated areas then prostitution is regarded as a crime of misdemeanor consequences. You're not considered a "Criminal" if convicted of a Misdemeanor offense because you don't lose any of your constitutional rights, but a Felony Conviction you do.
