Obama is not yet a dictator. His nominees for cabinet level positions still have to be confirmed by the Senate. The Demonrats do not have a fillibuster proof majority in the Senate; that means the Republicans have the legitimate authority to block any nominee they don't like.

There may be an honorable decent Democrat fit to serve as Secretary of State, but truthfully, I can't think of anyone off the top of my head.

In the past, there have been patriotic, relatively conservative, Democrats who would have been acceptable choices, men like Sam Nunn, Scoop Jackson, Zell Miller and a few others.
