There were two examples of a family of 4, the income for one was $30,000 and income for other was $16,000. The family of 4 whose income is $16,000 does not qualify for a private plan (health insurance) on the government exchange (healthcare.gov). Therefore, they are not getting a subsidy from the government for a private plan and do not have a burden to pay the HEALTHCARE TAX.

The family of 4 whose income is $16,000 can only get the EXPANDED MEDICAID (if they live in a state that has it). The expanded Medicaid is not a private plan. You only pay the healthcare tax if you receive a subsidy for a private plan.

The family of 4 that makes 30,000, yes, you are correct they would have to pay the healthcare tax on the subsidy that they received.

We were speaking of two different things. There is a tax on the subsidy one receives to help pay their premium on the private plan that was purchased on Healthcare.gov (the only place where you can get the subsidy unless the state set their up own website like Kentucky). This is just like pay a tax on an unemployment benefit that one receives.

The other (Tax/Fine/Penalty) is from the individual mandate, if you elect to choose not obtain health insurance, in year 2014 the penalty amount was $94. For the year 2015 it will be higher.

That family of four living near the poverty line most certainly is riding on the coat tails of the tax payers when it comes to their healthcare. Now they still have to file income tax, and how much do you think they are getting back in the form of a refund based on those two dependent children? I bet it's a sweet little chunk of change for someone not paying any taxes.

Republican presidential candidate Jeb Bush tripped the Medicare wire recently in talking about the urgent need for entitlement reform, a key pillar of his plan to get the American economy moving again with 4% growth.

According to a CNN report, he was confronted by a senior citizen at a New Hampshire town hall meeting who said she was very concerned about policies that would change or phase out Medicare.

“My Medicare right now is wonderful and I paid into it for all these years. Why are you always attacking the seniors?” she asked Bush.

“Well, I’m not,” Bush responded, according to Politico. “Here’s what I said: I said, ‘We’re going to have to reform our entitlement system.’ We have to.”

“It’s not an entitlement,” the woman shot back. “I earned that.”

“It’s an actuarially unsound health care system,” said Bush.

The fact is the woman questioning Bush was wrong in saying she has paid for her Medicare benefits. At best, she will have paid for less than half of the expected cost of her lifetime Medicare expenditures and possibly as little as 8%. Medicare is not sustainable as it is currently structured, and reform is indeed vital.

In fact, today’s typical Medicare beneficiary will have paid into the system just 13% to 41% of his or her expected Medicare consumption. The rest is funded by payroll taxes paid by today’s working Americans.

How the U.S. Taxpayer Was Bilked for a Quarter of a Trillion in Illegitimate and Unrecoverable Obamacare Handouts


This is from John Merline at Investor's Business Daily:

Nearly half a million ObamaCare enrollees were able to claim more than $235 million in excess subsidies that they will never have to pay back, a recent IRS audit showed, thanks to a quirk in the law that leaves the program vulnerable to potentially billions in excess subsidy payments.

Because ObamaCare subsidies are based on income, enrollees have to guess about their income for the next year when they sign up, which the exchanges use to calculate the tax credits. Enrollees can then opt to take these credits in advance, in which case they're sent directly to insurers, who subtract them from the enrollees' monthly bills. That's called the "advanced payment tax credit" or APTC.

If an enrollee guesses wrong, they'll either get additional subsidy money when they file their taxes, or they'll have to pay some or all of their excess subsidy money back. But the law caps how much of the excess subsidy money must be returned for those making less than 400% of poverty. (Families at 400% or above are ineligible for any subsidies.) The caps range from $300 to $2,500, depending on income and filing status.

To illustrate how the caps work, consider a family of four that enrolled in ObamaCare and guessed their income would be $40,000. That family would receive a subsidy of $7,980 for the year, according to a Kaiser Family Foundation subsidy calculator....

If it turns out that the family actually made $95,000, their subsidy should have been just $828, and they'd technically owe the difference — $7,152 — back to the government.

But because their actual income was less than 400% of poverty, the most they'll have to pay back is $2,500.

In other words, by underestimating their income, this family was able to leverage $4,645 in excess ObamaCare subsidies....

Those statements are patently false, Chung Tran. Except, of course, for the part about Rick Perry and Texas being too proud to expand Medicaid, which of course, was essentially money Texas taxpayers had already contributed to the Feds. That money just might have wound up helping expand Medicaid in other states.
