What could be done.......today.....to fix world hunger?

It is strange that most world hunger occurs in countries with dictatorships and/or disfunctional goverments. That is not to say that only governments can feed people (these governments failed didn't they) but is up to a government to protect the people's rights and those people will find a way to feed people.
