The original issue you posted about was Obama removing the requirements which was not true. Up to that point the Federal government had rules that governed welfare requirements. A number of REPUBLICAN governors wanted to set their own requirements so Obama said fine, I am lifting the federal rules so you can set your own. Basically he allowed the states to do what they wanted.
