Basic cell service is pretty cheap. It's your choice to have a plan that costs $100 per month. It's especially cheap if you get a cheap pay-as-you-go phone or something like a Tracfone. As for the cell phone program, it's funded by telecom companies, not through taxes, and only people who meet a certain income threshold and are on certain programs are eligible, and they are eligible for either landline assistance OR cell phone assistance, not both.
