In the 30 states that have some form of Voter ID laws; vote totals have increased since the date that the ID laws went into effect. Voter ID laws DO NOT suppress voting. It all depends on how you look at it. You can argue it either way. The increased voter turn out is consistant with legitimate voters not being disenfranchised by photo ID, as you stated, but it's also consistant with the belief that voter fraud was not a big factor prior to the requirement of photo ID.
