You are correct but it does provide motivation to pursue when there are assets and bank accounts that can be seized or big names to be arrested. Big seizures or arrests make big headlines...more motivation. Headlines draw attention, big successes at the local level potentially brings in State and or Federal manpower and money.
Shutting down a site that has a bunch of stories of guy's fictional exploits of adult activities won't make the evening news, it won't make any headlines and it might not even make page three. Even if there is an arrest the prosecutors have to feel it's worth their time or it won't even make it that far. The expenditure of manpower and money to shut down an offshore website that produces no return is hard to justify. That's why that site, to me, seems pretty safe. IMHO.
The blue hairs can squawk and the lawmakers can grandstand about what they've done to make the world a safer place but unless there are headlines to be made and assets to be seized most LE agencies have bigger fish to fry.
