Your analysis is flawed. By-and-large most Americans enjoy the same benefits because they share every advantage you list. Person A and Person B have access to the same roads, schools, public utilities, infrastructure so and so forth. Whatever you say is there to elevate Person A is also there, and in place, to elevate Person B to the same level or starting point.
