Just because someone is a dictator doesn't mean that they can't support free speech or human rights. Just don't get in their personal way and we're good. Back to the OP; I don't think Feinstein has had a "come to Jesus" moment. She has said a few things in the past like this but quickly pivoted when her base became alarmed. This is no different.

We fought against al Queda in Iraq and kicked them out of cities like Ramadi and Fallujah with the help of the Sunni Arab Awakening throughout Anbar Province. ISIS did not emerge as a branded competing jihadist group until 2011 when the catalysts I already mentioned came together - the unrest in Syria and the US pullout from Iraq.
