Generally speaking, from an historic perspective, people with incurable deficiencies, whether perceived or real, attempt to demonize and marginalize in rhetoric those who they perceive as a threat to expose, either directly or by example, their deficiencies in order to attempt to elevate their image, for which they don't have the focus and initiative to improve with positive activities.

There is a lot of that in underdeveloped ("third-world" countries), in this country since 2008, and a whole bunch in this forum.
