Whatever happens politically or legally in the next few years, historians will deal pretty harshly with the Bidens. For different reasons, I think future historians will be critical of President Bush's handling of The War on Terror. The dull extent of the Clinton' perfidiity and corruption may never be known.

You don’t want to time the market but remain invested with a percentage relative to your age and risk tolerance. Based on your age I think you should have about 30 to 35% in an S&P 500 fund or a domestic Equity Income fund. The balance in laddered individual CDs or bonds (not a bond fund). But it also depends if you have other savings, pensions, SS, everything paid off and so forth. At your stage in life, capital preservation and income should be your goals unless you hold a substantial portfolio.
