Indian casinos operate on reservation - Indian lands.

They are separately governed under the Bureau of Land Management and Bureau of Indian Affairs.
As such - they are essentially independent of State Laws and can govern casinos as they wish
Including - persons who win a major jackpot can be , and have been, shown the door unceremoniously with nothing.

Las Vegas has a Nevada gaming commission to control issues like that - and the mafia is gone.

THE LAW

There is no legal recognition of English as a national language in the U.S., and the issue of whether privately imposed English-only rules, particularly in the workplace, are discriminatory (and hence violative of civil rights laws) is a source of much contention.

Plus, Indians are American citizens and even on the reservation are subject to Federal law.

They are only allowed to do the gambling if it is allowed in their state.

Plus, they cannot scalp you even if you call them names, though I would recommend you do not try it.
